Delivery Location Timing for Diversions in ATS/TMS

This is an old issue, but there's been a recent uptick in volume and a lot more attention around it due to a lot more emphasis on ensuring we have vehicles on the road/available ASAP.

Situation: Vehicles are allocated to Groups for delivery after a Purchase Order has been submitted. Based on mid- and short-term fleet planning needs, Groups can work with the Corp Business team to reallocate vehicles during the order/delivery due to changes in supply/demand. This is known as the diversion process. More explicitly, diversions are when a specific location applies to move the delivery of a vehicle from one location to another. Diversions can be within the group or group to group.

  • Purchase or Factory Orders are allocated to Groups during fleet planning.

  • Groups can apply for diversions through Corp Business based mid- short-term changes in supply and demand.

  • If an OEM has not shipped the vehicle(s) yet, Corp Business submits a request to the OEM to change the delivery location for specific Purchase or Factory Orders.

  • After an OEM approves a diversion, Corp Business updates the Purchase or Factory order in EVMS VA with the new delivery location (typically a week after they are received)

During the delivery process, OEMs also send the MSO (Manufacturer Statement of Ogrin) and sometimes the Invoice to Tulsa. Tulsa is responsible for processing the MSO.

Problem: The diversion update (new delivery location) feeds into CVD in real-time but it often does not get to ATS before Tulsa processes the MSO. Therefore, Tulsa can't see the new delivery location when they process the MSO in ATS and then ship it.

Impact: MSOs are getting sent to the wrong Groups. There's also an issue with Groups putting temp tags on vehicles to get them on the road since they don't have the MSO to register which leads to issues if the vehicle leaves the State it was delivered in.

Need: Understand and then enhance the flow of data between systems so Tulsa can send the MSO to the correct Group at the time they process MSOs. Ideally, ATS & TMS display the same delivery location as CVD when a Purchase or Factory order has been diverted.
